Proposing to pilot for Vietnamese to access casinos in major tourist destinations

However, only casino businesses are often located in major tourist destinations, Vietnamese tourists are not allowed to play, so casino businesses do not benefit from domestic tourism stimulus programs and are running out of revenue.
Meanwhile, Circular No. 102/2017 of the Ministry of Finance guiding a number of articles of Decree No. 03/2017/ND-CP has regulations on piloting Vietnamese people to play at casinos, meeting the regulations of the Ministry of Finance. prescribed by the decree and authorized by the competent authority. However, the circular does not limit the number and list of specific casinos.
The enterprise said that for the pilot to let Vietnamese people play in the casino, there is currently no document or decision that applies to all casino units. The pilot approval for a casino unit is the Prime Minister's decision based on the provisions of Decree 03-2017 and Circular 102-2017 on the basis of proposals from ministries and local authorities.
Currently, only two casino units in Phu Quoc (Kien Giang) and Van Don (Quang Ninh) are piloted for Vietnamese people to play. In addition, the pilot will be implemented for 3 years, counting from the time one of these two units comes into operation (casino in Phu Quoc started operating from January 19, 2019). After three years, the Ministry of Finance will assume the prime responsibility for, and coordinate with relevant ministries and branches in, summarizing and evaluating the pilot.
Therefore, businesses doing business in this field propose to the Government to direct ministries, branches and localities to review conditions and study the feasibility of adding casinos at major tourist attractions of Vietnam (Quang Nam, Quang Nam, Quang Ninh, Quang Ninh, Quang Ninh, Quang Ninh, Quang Binh, Quang Ninh, Quang Binh, Quang Nam, Quang Nam, Quang Ninh, Quang Ninh, Quang Ninh; Quang Nam; Quang Ninh; Quang Nam; Quang Ninh; Quang Nam; Quang Nam for). At the same time, it is proposed that the Ministry of Finance assume the prime responsibility for organizing a periodical assessment of casino business activities to promptly adjust orientations and regulations in case of necessity to suit the actual situation.
The Ministry of Finance will study, review and reduce the required documents for visitors when entering the casino, to both ensure that visitors can prove their regular income, but also do not require visitors to present. too many papers.
